K9 Team Certification and Assessment
Available Exclusively to Contracted Clients
Black Dog America provides initial and annual K9 team certification exclusively to clients enrolled in an active Black Dog America K9 maintenance training program.
Stand-alone certification services are no longer offered to outside K9 teams or organizations. This policy allows our trainers to evaluate each team over time, address performance concerns, and confirm that the handler and K9 are prepared to perform safely and effectively in their assigned operational environment.
Formal certification evaluations are conducted by a qualified certifying official who is not routinely responsible for the maintenance training of the K9 team being evaluated. This separation provides an objective assessment of the handler and K9 team's demonstrated proficiency.
Included with Maintenance Training
Certification is included at no additional charge for eligible K9 teams covered by an active Black Dog America maintenance training agreement.
Certification is not automatically issued as part of the contract. Each handler and K9 team must independently demonstrate the required level of proficiency and successfully complete all applicable certification requirements before certification is issued.
Certification Eligibility
To be eligible for certification, the handler and K9 must:
- Be covered under an active Black Dog America K9 maintenance training agreement
- Participate consistently in scheduled maintenance training
- Maintain complete and accurate K9 training records
- Demonstrate operational proficiency during maintenance training
- Be recommended by the assigned trainer as ready to attempt certification
- Complete the formal certification evaluation with a qualified certifying official who is not routinely responsible for the team's maintenance training
- Successfully complete all required certification exercises
Teams that are not ready to certify will receive additional training and corrective recommendations before another certification evaluation is scheduled.
Black Dog America reserves the right to postpone or discontinue an evaluation when a team has not demonstrated sufficient preparation, safety, handler control, odor recognition, search proficiency, or operational readiness.
Certification Disciplines
Certification and operational assessment may be provided in the following disciplines when included within the client's contracted K9 program:
- Explosive Detection Dog Certification (EDD)
- Firearm Detection Dog Certification (FDD)
- Narcotics Detection Dog Certification (NDD)
- Bed Bug Detection Dog Certification (BDD)
Depending on the discipline and applicable certification standard, successful teams may receive Black Dog America certification, DrugBeat Professional K9 Certification, or both.
Certification scenarios may be structured to reflect the team's actual working environment, operational responsibilities, trained target odors, and anticipated deployment conditions. Core certification requirements and pass/fail criteria are not modified for individual clients.
Explosive Detection Certification
Live Explosive Training Aids
Explosive Detection Dog certification is conducted using real explosive training aids and in accordance with the requirements of the applicable certification standard set by DrugBeat.
For LE Explosive Detection Dog certification, real explosive odors are required. Pseudo explosive odors are not used as substitutes for required certification odors.
Certification odors may include:
- RDX / C-4
- PETN
- TNT
- Dynamite
- Black Powder
- Double-base smokeless powder
- Safety fuse
- Ammonium nitrate
- and other approved explosive odors, when applicable
The specific explosive odors, quantities, search areas, and certification exercises used during the evaluation will meet or exceed the requirements of the applicable certification standard. Additional odors may be incorporated based on the K9 team's documented training and operational responsibilities.
Certification training aids and hide locations are controlled by the certifying official. The handler is not provided the location of certification hides, and the certifying official will not direct or assist the K9 team in locating target odor.
Firearm and Narcotics Detection
Firearm Detection
Firearm Detection Dog certification evaluates the K9 team's ability to locate trained firearm-related odor in accordance with the applicable certification standard and the team's documented training
Certification may include recently fired and previously fired firearms, handguns, rifles, ammunition, magazines, and other approved firearm-related training aids appropriate to the team's operational responsibilities.
The specific target odors and certification exercises will be established before the evaluation and controlled by the certifying official.
Narcotics Detection
Narcotics Detection Dog certification is conducted in accordance with the applicable certification standard using approved narcotics training aids. Depending on the type of K9 team and applicable certification requirements, evaluations may utilize real laboratory-tested narcotic samples or approved odor-print training aids where permitted.
- Heroin
- Methamphetamine
- Cocaine
- Fentanyl
- MDMA
- Marijuana, when applicable
The specific odors used during certification will be based first on the requirements of the applicable certification standard and may include additional odors based on the team's documented training and operational responsibilities.
When DrugBeat certification is conducted, the evaluation will follow the current DrugBeat Narcotics Detection Certification Standard, including applicable requirements for target odors, approved training aids, blank areas, assessment procedures, and pass/fail criteria.
Certification Outcome
Certification represents the team's performance at the time of evaluation and does not replace the need for consistent maintenance training, documentation, supervision, periodic proficiency assessment, and continued performance monitoring.
When a K9 team does not successfully complete certification, the certifying official will identify the performance deficiency or deficiencies observed during the evaluation. The team's assigned trainer will then develop and document appropriate corrective training before another certification evaluation is scheduled.
A new certification evaluation will be conducted only after the team has demonstrated sufficient improvement and is recommended by the assigned trainer as ready to reattempt certification.
Certification documents will only be issued after all required certification exercises and applicable pass/fail criteria have been successfully completed.
Certification confirms demonstrated proficiency. Continued training and assessment maintain operational readiness.
Certification is not the end of training. It is confirmation that the team has demonstrated the ability to perform at an operational level.
Evaluator Independence
Black Dog America maintains separation between routine K9 maintenance training and formal certification evaluations.
The certifying official assigned to evaluate a K9 team will not be the individual routinely responsible for that team's maintenance training. This separation helps ensure that certification decisions are based on the team's demonstrated performance during the formal evaluation.
Black Dog America maintains qualified DrugBeat Certifying Officials, allowing certification evaluations to be conducted by an evaluator who has not been routinely involved in the team's training.
The certifying official independently conducts the evaluation, controls the certification process, and makes the final determination as to whether the handler and K9 team has successfully met the applicable certification requirements.
Certification and Evaluation Standards
Black Dog America's certification process evaluates the complete handler and K9 team, not only the dog's ability to locate a trained target odor.
Evaluation areas may include:
- Recognition of required target odors
- Indoor and exterior search areas
- Vehicle searches
- Luggage, package, and article searches
- Open-area searches
- Productive and nonproductive search areas
- Handler search patterns and leash management
- K9 independence, search intensity, and odor commitment
- Passive final response
- Handler recognition of changes in K9 behavior
- Operational safety and handler control
- Training and deployment documentation
Certification is conducted under the established requirements of the applicable certification standard. Core certification requirements and pass/fail criteria are not modified for individual clients.
Additional mission-specific exercises, search environments, or target odors may be incorporated when appropriate to reflect the K9 team's documented training, operational responsibilities, and anticipated deployment environment.
Maintenance Training and Certification
Organizations seeking Black Dog America K9 certification must first establish an active K9 maintenance training agreement.
Participation in the maintenance program allows Black Dog America to evaluate the K9 team over time, monitor proficiency, identify training needs, maintain appropriate documentation, and determine readiness for formal certification.
Formal certification is conducted by a qualified certifying official who is not routinely responsible for the maintenance training of the K9 team being evaluated.
